本計畫結合生態型市民農園服務平台，一面以無人機與機器視覺系統進行外役監巡視及自主健康管理系統之研發，一面推廣能提高土壤的固碳能力的市民農耕法，並配合林榮志與張哲銘醫師實施市民農夫健康諮詢。在本計畫中由園藝療癒者或市民農夫來模擬自主健康管理的市民，讓其在市民農園中從事休閒種植，達到放鬆心情之功效，並透過大自然，讓參與者獲得療癒功效。本計畫所開發的創新查表法聯合定位分析系統，可避免受監控者與外界不必要的接觸，並迅速精確的獲得受監控者的所在位置。本計畫提出目標移動方向追蹤原理，在無人機的影像處理方面，由於無人機飛行平衡、以及有無風干擾等因素，影像方面多少會影響影像畫面的穩定度，而間接影響無人機操控性及穩定度，為了能夠正確且迅速找出目標移動方向，不受無人機本身機體顫抖所影響而造成誤判。經由本計畫之機制，讓自主健康管理的市民及外役監的囚犯在生態型市民農園中從事休閒種植，達到放鬆心情之功效，大幅提升身、心、靈之健康狀態。
本計畫工作分工如下：
一、逢甲大學自動控制系研發團隊林宸生及研究生，執行影像分析與無人機輔助系統改良與維護。
二、共同主持人林榮志博士與張哲銘醫師提供研究參考與諮詢。
三、中華民國生態型市民農園發展協會進行智慧型市民農園推廣，將本計畫發展相關的相關理念與市民農園介紹給全國乃至全世界。
四、由八張犁服務市民生機農園提供服務平台。

Abstract
This plan combines the ecological citizen farm service platform to
develop autonomous health management systems with drones and machine vision
systems, and promotes citizen farming methods that can improve soil carbon
sequestration, and cooperates with Dr. Lin Rongzhi
and Chang Zheming to implement citizen farmer health consult. In this
project, horticultural healers or civic farmers will simulate the citizens of
independent health management, let them engage in leisure planting in the civic
farms to achieve the effect of relaxing mood, and let the participants obtain
healing effects through nature. The innovative table look-up method
combined with the positioning analysis system developed by this project can
avoid unnecessary contact between the monitored person and the outside world,
and quickly and accurately obtain the location of the monitored person. This
project proposes the principle of target moving direction tracking. In terms of
UAV image processing, due to factors such as UAV flight balance and whether
there is wind interference, the image will affect the stability of the image to
some extent, and indirectly affect the UAV controllability and Stability, in
order to be able to correctly and quickly find out the moving direction of the
target, and not be affected by the trembling of the drone itself and cause
misjudgment.
The work division of this
project is as follows:
1. Lin Chern sheng and graduate students from the R&D team of the Department of
Automatic Control of Feng Chia University perform image analysis and the
improvement and maintenance of UAV assistance systems.
2. Co-host Dr. Lin Rongzhi and Dr. Chang Zheming provided research reference and
consultation.
3. The Ecological Citizen Farm Development Association of the Republic
of China conducts the promotion of smart citizen farms, and introduces related
concepts and citizen farms related to the development of this project to the
whole country and the world.
4. Eight Zhangli serves as a service platform
for citizens' vital farms.

特色
本計畫並不強調所衍生的農產品的市場產值，而以農園療癒功能及生態維護為主要重點。預期影響如下: (1).綠色環境永續經營，營造最健康的管理系統。(2).無人機商機無限，本團隊進行智慧型無人機之研製，應用於外役監巡視及自主健康管理系統，可自動偵搜，克服人力問題、人員安全性問題、降低成本、更方便於進一步的監控分析與判斷，具有龐大商機。(3).測試者主要以市民農園中有興趣的志願參與者為主，未來本計畫之成果，可做為相關部門規範管理做法的參考。(4). 推廣新農法，提高土壤碳貯。(5).協助解決社會老齡化的問題。(6).避免都市人在鄉下農地蓋別墅的問題。(7).提供癌症及慢性病人優質的活動場所。
預期完成之工作項目及成果
經由本計畫之機制，可讓自主健康管理的市民及外役監的囚犯在市民農園中從事休閒種植，達到放鬆心情之功效，大幅提升身、心、靈之健康狀態。最後本團隊要特別指出，本計畫為非常人性化的管理系統，並不強調所衍生的農產品的市場產值，而以農園療癒功能及生態維護為主要重點。本計畫推動的八張犁農法，強調不翻土、覆蓋作物、輪作、堆肥等作法，非常有助於提高土壤的固碳能力，在炭權概念日益高漲的今日，更值得大力倡導。本計畫預期達成的服務性指標如下：
